AGA-VIXIO Report Highlights U.S. Gaming’s Pre-Pandemic Growth

In the midst of arguably the U.S. casino industry’s greatest ever challenge due to shutdowns imposed to tackle COVID-19, a new report produced by the American Gaming Association and VIXIO GamblingCompliance highlights the scale of the U.S. commercial gaming industry that generated a record revenue total of $43.6bn in 2019.

2020’s ‘State of the States’ report was the sixth consecutive year VIXIO GamblingCompliance collaborated with AGA to co-produce the annual study considered to provide the definitive economic analysis of the U.S. commercial casino industry.

The 2019 revenue total was a 3.7 percent increase on the prior year, reflecting the rapid expansion of legal sports betting, strong growth in internet gaming, and the opening of a major new casino just outside Boston.

Overall, 14 of the 25 states with lawful commercial casino gaming reported a record annual revenue total, with just four states seeing a decline.


For each of the 25 jurisdictions, the ‘State of the States’ report analyzes gaming revenue and gaming taxes generated by commercial casino locations for the calendar year 2019.

The report also provides a breakdown of the legality of types of gaming and the number of casinos by state, summarizes major gaming policy discussions that occurred during 2019, and previews opportunities and challenges for the industry. 

Among key 2019 events covered by the report:

  • Arkansas became the 25th state to host commercial casino gaming
  • Nine states passed laws to regulate sports betting, while Michigan and West Virginia legalized internet gaming
  • Annual gaming revenue in Nevada surpassed $12bn for the first time since 2007
  • Commercial gaming operations generated over $10bn in direct gaming tax revenue for state governments
