Lithuania’s parliament has adopted amendments to the gambling law that allow for a new type of online gambling licence from July 2022.

Additionally, the parliament approved a set of amendments to the country’s Lottery and Gambling Tax Law, which set out the new licence types and costs.

The proposals, tabled in June, are intended to make it easier for firms to acquire new licences by removing an existing requirement for online licensees to have a certain number of land-based establishments in the country.

The new online-only licence would cost €500,000 and last indefinitely. A new licence that covers all land-based and online gambling would cost €1m.

The changes were voted in by 94 members of the Seimas (parliament), with only five votes against the changes.

Amendments to the Lottery and Gambling Tax Law that include a new set of one-time fees for the issuance of a licence to organise gambling were also approved.

The amendments were voted in by 104 members of the Seimas, with only one vote against and 11 abstentions.

The changes include fees for licences to offer table games and Category A gaming machines (€300,000), Category B gaming machines (€300,000) and betting (€100,000).

Licences to operate land-based gambling must also be approved by local municipal councils and will last for a maximum of five years.

These proposals would enter into force on January 1, 2022.

All licences acquired prior to the draft law’s entry into force will run until January 1, 2027.

Licensees looking to conduct land-based gambling activities after 2027 would be required to apply for a permit before October 1, 2026.

Existing licences to offer online gambling must also be reapplied for before October 1, 2026.
