Gambling Regulatory Deadlines to Watch in March

What are the regulatory deadlines to watch in March?
Rhode Island
Senate Bill (SB) 948 authorizing statewide iGaming takes effect on March 1, 2024. SB 948, approved by Rhode Island Governor Daniel McKee in June 2023, authorizes the state, through the State Lottery Division of the Department of Revenue, to implement, operate, conduct and control iGaming at the Twin River and the Twin River-Tiverton gaming facilities. The legislation permits the state lottery to enter into an exclusive agreement with Bally’s Corporation as both the iGaming platform vendor and the iGaming game vendor. According to the bill, iGaming encompasses casino gaming, including online slot games and online table games.
France
A new and updated list of permitted sports betting events released by the French National Gambling Authority comes into force on March 1, 2024. The sports list stipulates what sporting competitions and types of results or phases of play can be offered as legal sports betting in France, with some sporting events being removed as they either no longer exist, no longer meet the legal criteria for inclusion on the list due to a lack of significance, or because they are likely to cause betting integrity issues. Overall, 179 events have been removed from the list, which now includes 772 events.
North Carolina
On March 11, 2024, legal sports wagering commences in North Carolina and approved operators can begin accepting wagers. During a North Carolina Lottery Commission meeting on January 24, the commission voted to allow licensed interactive sports wagering operators that have received a certificate of compliance to begin registering players on their platforms on March 1 and begin accepting wagers at 12pm EST on March 11.
United Kingdom
On March 15, 2024, the consultation on proposed changes to financial penalties and key event reporting, launched by the UK Gambling Commission, closes. The consultation initially launched on December 15, 2024 and has been open for 13 weeks. The consultation follows the UK Gambling Commission publishing its Gambling Act Review white paper in April 2023.
Colorado
Responsible gaming amendments for casino gaming and sports wagering take effect March 16, 2024. Approved rule changes to Sports Betting Rule 9 and Gaming Rule 29 clarify licensee responsibilities concerning responsible advertising and promotions as well as establish an involuntary exclusion list. In addition, the amendments permit third-party vendors licensed and pre-approved by the Colorado Division of Gaming, which contract with a licensee or sports-betting operation, to access the state's consolidated excluded, self-excluded and prohibited individuals database.
South Korea
The amendments to the Game Industry Promotion Act regarding mandatory loot box probability disclosure takes effect on March 22, 2024. The amendments include: a new definition for "probability-type items" ; a duty to indicate and display probability-type game information; and the imposition of corrective actions for operators who do not comply with Article 33.
