Payments Regulatory Deadlines to Watch in November

Each month, we leverage data from our Horizon Scanning Regulatory Deadlines Calendar to bring you a glimpse of the key response deadlines and legislation effective dates coming up, so you can plan and take action around some of the most important regulatory developments unfolding right now.

In November, there are 37 regulatory deadlines on the horizon — with 22 key consultation periods coming to an end and requiring a response, and 18 actionable deadlines to be aware of coming into effect.

What are the regulatory deadlines to watch in November?
Sweden

Minister Bohlin emphasised that these changes are aimed at building a more secure society and enhancing Sweden's capacity to respond to cyber threats, aligning with the government’s wider goals of national security and resilience. FRA, with its extensive experience in cyber security, is expected to provide stronger support for socially important activities, positioning the NCSC as the hub for national cyber security efforts. FRA’s leadership of the NCSC will start from 1 November 2024.

UK

The Financial Conduct Authority (FCA) has made the consumer credit and mortgages (tailored support) instrument 2024 (FCA 2024/7). These new rules, effective 4 November 2024, aim to reduce and prevent harm to consumers who are in or at risk of payment difficulties by ensuring they are provided with appropriate support, requiring firms to consider the needs of different consumer groups, particularly vulnerable consumers and to take appropriate action to mitigate these risks.

Canada

The Retail Payment Activities Regulations (Regulations) introduce a new supervisory framework for payment service providers (PSPs) and their retail payment activities. The Regulations include standards for operational risk management, reporting requirements, requirements for the safeguarding of user funds, and requirements for registering with the Bank of Canada, among other things. The Regulations will come into force on the days that the relevant provisions of the Retail Payments Activities Act (Act) come into force, as fixed by an order of the Governor in Council. On 16 November 2024, the provision requiring a PSP to be registered with the Bank of Canada comes into force. PSPs will have an approximate two-week window, from November 1 to 15, 2024, to submit their application for registration.

Costa Rica

On August 19, 2024, Costa Rica's General Superintendence of Financial Entities (SUGEF) published regulations for the management of the Deposit Guarantee Fund (FGD) and for Other Guarantee Funds (OFG). The purpose of the regulations is to regulate the operation of the FGD and OFGs, in accordance with the provisions contained in the Law for the Creation of the Deposit Guarantee Fund and Resolution Mechanisms for Financial Intermediaries, Law 9816. Contributing entities must start making contributions three months after the regulations have come into force. Contributions will start on 19 November 2024.

Lithuania

The Minister of Finance of Lithuania has issued a resolution amending Resolution No. 825 from July 16, 2020 - taking effect on 30 November 2024. The resolution addresses users of cash restrictions information system (Piniginių lėšų apribojimų informacinę sistemą – PLAIS) and credit institutions, payment institutions (PIs) and electronic money institutions (EMIs) to approve the procedure for determining and applying prohibited amounts for recovery from funds in a debtor's account.
